Bill C-59

Option consommateurs presents its comments in the context of Bill C-59 - An Act to implement certain provisions of the fall economic statement tabled in Parliament on November 21, 2023 and certain provisions of the budget tabled in Parliament on March 28, 2023.

We support the implementation of the Organisation for Economic Co-operation and Development (OECD) recommendations to combat tax base erosion and profit shifting. Option consommateurs urges the government to implement these measures in a way that safeguards the interests of consumers. It also supports tax initiatives to help Canadian households, notably by facilitating access to housing. An analysis of these
recommendations is presented in section 1.

It also generally supports the proposed amendments to the Competition Act, but suggests additional measures. In particular, the bill should provide for a more robust right to redress to better protect consumers. We also suggest the inclusion of certain presumptions when considering mergers. Our comments on the proposed amendments to the Competition Act can be found in section 2 of this brief.
