Bill C-27 - Digital Charter Implementation Act, 2022

In rewriting the Personal Information Protection and Electronic Documents Act (PIPEDA) to adapt it to the digital context of the 21st century, Bill C-27 has a laudable objective. However, Option consommateurs is concerned that the new version of the law will not effectively protect Canadian consumers.

Our analysis of Bill C-27 is in two parts. First, we outline how the legislation lacks teeth, proving insufficiently dissuasive and posing significant threats to consumers' ability to enforce their rights against businesses (Part 1). Secondly, we propose several improvements to the bill's content to better protect consumer privacy, notably by improving the framework for protecting children and strengthening consumer control over their personal information (Part 2).
